In 1973, the Dhebar Commission created Primitive Tribal Groups (PTGs) as a separate category, who are less developed among the tribal groups. In 1975, the Government of India initiated to identify the most vulnerable tribal groups as a separate category called PVTGs and declared 52 such groups, while in 1993 an additional 23 groups were added to the category, making it a total of 75 PVTGs, spread over 18 states and one Union Territory (A&N Islands) in the country (2011 census).

As per Census 2011, there are a total of 75 PVTGs out of 705 Scheduled Tribes, spread over 17 states and one Union Territory (UT).  The categorization is done by the Ministry of Home Affairs and not by the Ministry of Tribal affairs.

Cryogenic Engine Tested for LVM3

The CE20 cryogenic engine’s hot test was successful. This cryogenic engine will power the LVM3, aka Launch Vehicle Mark 3. Earlier, the name of LVM3 was GSLV MK-3.

LVM3 is the heaviest launch vehicle of ISRO.

So, The cryogenic engine makes use of Liquid Oxygen (LOX) and Liquid Hydrogen (LH2) as propellants which liquefy at -183 deg C and -253 deg C respectively.

What is Hot test vs Cold Test

So A hot test system is a 100% production test used to check all the engine operating parameters as they would function in real-time in an actual vehicle whereas a cold test consists of a leak test, which includes the testing of all cavities and systems that must not leak, such as oil, water, fuel and air.

Russian Forces Leaving Kherson

Russian forces are now leaving Kherson because of three reasons:-

Firstly, Russia is facing issues in mobilising its resources.

Secondly, Russia is continuously facing shelling from Ukrainian Forces.

Thirdly, Issues due to flood.

3. New Collective Quantified Goal on Climate Finance (NCQG)

Developing Countries including India are pushing for a much higher climate Finance mechanism NCQG.

The New collective quantified goal on climate finance will be in trillions of dollars, which will be much higher than the earlier target of $100 Billion set in the Copenhagen conference, 2009 ( COP-15).

The Developed Countries failed to deliver on the promise

So The New Collective Quantified Goal (NCQG) on climate finance is expected to be finalised by 2024. It will replace the current climate finance goal of $100 billion annually from developed countries.

Citing the work of the Intergovernmental Panel on Climate Change (IPCC), India said rich countries are the major contributors to the carbon stock in the atmosphere, clearly underlying the importance of the core principles of the UNFCCC and its Paris Agreement — equity and Common but Differentiated Responsibilities and Respective Capabilities (CBDR-RC).

So the COP-27 is currently under process in Sharm-El-Sheikh Egypt.

4. Supreme Court on VC (Vice Chancellor)

So the supreme court has listed some criteria for the post of vice-chancellor, they are as follows.

A vice-chancellor should be a professor with at least 10 years of experience teaching in a university, and the search and selection committee should suggest that person.

A Vice-Chancellor (VC) will be chosen from the list of candidates suggested by the search and selection committee.

The University Act, 2019, Section 10(3), which mandated that the committee shall compile a list of three candidates for appointment as VC based on their qualifications and eligibility, was cited by a bench of Justices M.R. Shah and M.M. Sundresh.
