1) Household tap connections under Garib Kalyan Rojgar Abhiyan

  • As part of this Garib Kalyan Rojgar Abhiyan, Jal Jeevan Mission aims at providing household tap connections to every rural household and offers a huge opportunity to engage skilled, semi-skilled and migrant returnees in drinking water supply related works.
  • States have been requested to start works in villages of these districts so that it will not only help to ensure adequate quantity of water at household level but will also help in providing employment to migrant returnees.
  • States have been advised to prioritize taking up works of ‘low hanging fruits’ i.e. by augmenting or retrofitting existing piped water supply schemes so that these villages become ‘Har Ghar Jal Gaon’ i.e. 100% Functional Household Tap Connection (FHTC) villages.
  • There is a huge potential to provide household connections to remaining households in villages belonging to poor and marginalized people by retro-fitting of existing piped water supply systems.
  • Campaigns to be launched for providing training to impart skills to local people including returnee migrants in plumbing, masonry, electrical aspects, pump operation, etc., so that skilled manpower will be available for water supply related works.

Garib Kalyan Rojgar Abhiyaan (GKRA)

  • Garib Kalyan Rojgar Abhiyaan (GKRA) has been launched, on 20.06.2020, to start extensive public works to provide livelihood opportunities and create local employment to returnee migrants and similarly affected rural citizens.
  • This time-bound campaign spanning over 125 days, will involve intensive and focused implementation in 116 districts including 27 aspirational districts, spread in 6 States viz Bihar, Jharkhand, Madhya Pradesh, Odisha, Rajasthan and Uttar Pradesh.
  • Ministry of Rural development is nodal ministry.

Jal Jeevan Mission:

  • Its objective is to supply 55 litres of water per person per day to every rural household through Functional Household Tap Connections by 2024.
  • Under this mission, the creation of local infrastructure for sustainability measures is mandatory ( like rainwater harvesting, groundwater recharge and management of household wastewater for reuse).
  • Jal Jeevan Mission is based on a community approach and includes extensive Information, Education and Communication as a key component.
  • The fund sharing pattern between the Centre and states is 90:10 for Himalayan and North-Eastern States, 50:50 for other states, and 100% for Union Territories.

2) IMD issues Preliminary Report on Severe Cyclonic Storm “NISARGA”

The India Meteorology Department has issued the preliminary report on Severe Cyclonic Storm “Nisarga” over Arabian Sea during 1st-4th June, 2020. According to the report, the salient features of the system are described below:

About Cyclone

  • The severe cyclonic storm, Nisarga originated from a Low Pressure Area which formed over southeast & adjoining east-central Arabian Sea and Lakshadweep area in the early morning of 31st May 2020.
  • It intensified into deep depression over east-central Arabian Sea in the early morning and into cyclonic storm “NISARGA” in the noon of 2nd June.
  • The last cyclone, which crossed Maharashtra coast was cyclonic storm, Phyan which crossed coast on 11th Nov., 2009. Prior to the SCS, Nisarga, an SCS crossed Maharashtra coast on 24th May, 1961. It was also the fourth cyclone crossing Maharashtra coast during the 1961-2020.

Monitoring of NISARGA

  • The cyclone was monitored with the help of available satellite observations from INSAT 3D and 3DR, SCAT SAT, polar orbiting satellites and available ships & buoy observations in the region.
  • The system was also monitored by Doppler Weather RADARs (DWR) Goa and Mumbai.
  • Various numerical weather prediction models run by Ministry of Earth Sciences (MoES) institutions, models run by other Global centres and dynamical-statistical models were utilized to predict the genesis, track, landfall and intensity of the cyclone.
  • A digitized forecasting system of IMD was utilized for analysis and comparison of various models’ guidance, decision making process and warning products generation.
