1)Kiren Rijiju announces Ripu Daman Bevli as Plogging Ambassador of India on 50th Fit India Plogging Run: Fit India Plogging Run, which was launched on October 2, 2019.

What is Plogging Run : Plog Run is a unique way of picking up garbage while jogging and was added to the Fit India Movement as a unique way of combining cleanliness and fitness.

2)Launch of ‘Going Online as Leaders’ Programme:-GOAL (Going Online as Leaders) is a digitally-enabled mentorship initiative of Facebook for empowering tribal youth to become leaders for tomorrow in the respective fields.

GOAL Project is stated to aim at identifying and mobilizing renowned people from industry (policy makers and influencers), known for their leadership skills or roles, to digitally empower and personally mentor tribal youth from tribal communities across multiple locations of India.

The initiative has been designed to identify and attach 1 Mentor who is expert in their respective fields, to four tribal youth, who will be trained and mentored.

3)About ADB:

  • It is a regional development bank
  • established on 19 December 1966.
  • headquartered — Manila, Philippines.
  • official United Nations Observer.

The bank admits the members of the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP, formerly the Economic Commission for Asia and the Far East or ECAFE) and non-regional developed countries.

Voting rights:

It is modeled closely on the World Bank, and has a similar weighted voting system where votes are distributed in proportion with members’ capital subscriptions.


4) Penalties under Motor Vehicles (Amendment) Act:

The Motor Vehicles (Amendment) Act, 2019 inter alia provides for enhancement of penalties for offences for ensuring greater compliance and enhancing deterrence for violation of traffic rules which is intended to provide for better Road Safety resulting in reduction of accidents and fatalities on roads.

As per section 200 of the Motor Vehicles Act, 1988 the State Government may, by notification in the official gazette, specify such amount for compounding of certain offences.

5)Rura Electricfication :- Government of India supplement the efforts of the States through its various schemes including Deen Dayal Upadhyaya Gram Jyoti Yojana (DDUGJY), Integrated Power Development Scheme (IPDS), Pradhan Mantri Sahaj Bijli Har Ghar Yojana- Saubhagya and Ujjwal Discom Assurance Yojana (UDAY).

Electricity is a concurrent subject and as such providing electricity connection to households falls under the purview of State Governments / Power Utility.

6)India’s first HAM project in sewerage sector, the 14 MLD STP at Sarai, Haridwar:– What is HAM :- Hybrid-Annuity Model :- HAM’s a hybrid — a mix of the EPC (engineering, procurement and construction) and BOT (build, operate, transfer) models.

What is EPC MODEL :- Under the EPC model, NHAI pays private players to lay roads. The private player has no role in the road’s ownership, toll collection or maintenance (it is taken care of by the government).

BOT model :-Under the BOT model though, private players have an active role — they build, operate and maintain the road for a specified number of years — say 10-15 years — before transferring the asset back to the government.

HAM combines EPC (40 per cent) and BOT-Annuity (60 per cent). On behalf of the government, NHAI releases 40 per cent of the total project cost. It is given in five tranches linked to milestones. The balance 60 per cent is arranged by the developer..

Here, hybrid annuity means the first 40% payment is made as fixed amount in five equal installments whereas the remaining 60% is paid as variable annuity amount after the completion of the project depending upon the value of assets created.

As the government pays only 40%, during the construction stage, the developer should find money for the remaining amount.

Here, he has to raise the remaining 60% in the form of equity or loans.
